Supernatural Type: Vampire
Concept: Hedonistic Tyrant
Nature: Autocrat
Demeanor: Bon Vivant
Morality: Humanity 4
Clan: Dominate Malkavian
Sect: Camarilla
Titles: Prince of Oddhaven
Physical Appearance:
Dark, shark-like, well-lined eyes peek out from an equally dark and romantically disheveled mop of hair. These eyes are set in a pale-skinned face with a sharply defined nose and rounded cheeks. Loire demonstrates an ability to keep pace with mortal fashions lacking in even many younger Kindred, and her medium, shapely frame is always clad in the latest trends.
Personality:
Loire’s persona could perhaps best be described as some strange combination of expert party host and psychotic prison warden. Her glowingly friendly domineering of everyone around her creates an atmosphere of fun that is at the same time both frighteningly oppressive and genuinely pleasurable. Everyone she meets is a lovely and cherished treasure that she’s happy to now own completely, until they almost-inevitably displease her by refusing her ownership or by being her property wrong. In that case, the offender must be…corrected, so that they can go back to being her lovely toy.
Biography:
Loire, when her sire first found her, was a young woman in fin-de-siecle Paris, where she had been living as an actress, artist’s model and semi-professional gambler. Her sire became enamored of her after engaging Loire as a model and, on an impulse, Embraced her without seeking the Prince of Paris’ permission, to then flee with Loire to London. Loire resented her sire for this from the beginning but spent several years playing the devoted childe, all the while trying to secure allies with greater power than he.
She eventually found that ally in the Ventrue Sheriff of London, who tutored her more effectively in Dominate than her sire had ever done. When, soon after, her sire was once again made fugitive by a run-in with Kindred law, Loire stayed in London and was free of his suffocating presence. Loire served the Sheriff as a Hound throughout the First World War, becoming an impressive interrogator. In the interbellum period, Loire made several contributions in her role as Hound that earned her the favor of acting-Prince Anne Bowesley.
After the catastrophic Diaberlization of the torpid Methuslah Prince Mithras during WWII, Loire played an enthusiastic and key role in securing Anne as the new Prince. For Loire’s loyalty, the newly self-proclaimed Queen Anne made the Malkavian Sheriff. In this capacity, Loire would prove a terror to the lingering resistance to Anne’s ascension and, by the time the Cold War was in full swing, Camarilla London was as orderly as it had ever been during the golden age of Mithras’ long reign. Ultimately becoming bored when no more enemies or criminals were left to root out, Loire left London and traveled to various major Camarilla cities, serving variously in each as Hound, Sheriff or Scourge.
A major disruption to her pattern of unlife came, as it did for all Camarilla Malkavians, in the 1990s. A sudden occult wave manifested, which undid the effects of the rite which had first turned the Camarilla-aligned Clan members into Dominate Malkavians. Not only was Loire one of the minority to resist the Dementification, she was the only known Dominate Malkavian to gain the power of Dementation despite resisting the transformation. In the mad scramble by the Malkavian Justicar to address the crisis, Loire found herself promoted to Archon. She was given carte blanche to investigate the phenomenon as she chose; and the way she chose to do so was by capturing many bands of Sabbat Malkavians trying to further aggravate the situation. By use of Dominate, Loire conquered the deeply fractured minds of these wayward Clanmates, stripping by force the secrets of the wave’s origin and of Dementation.
In time, Loire achieved such a mastery of her prisoners’ minds that she was able to convert them into Dominate Malkavians. Though the process left these subjects as affectless, near-mindless drones, Loire was convinced only the extremely advanced state of Sabbat Malkavians’ mental degeneration required such heavy applications. Fully sure of her ability to restore the Camarilla Malkavians without such severe sideeffects, Loire began collecting changed Malkavians. Many came with her voluntarily but she saw those who refused as merely being influenced by their Dementation to resist being “fixed,” and arrested them. Eventually this behavior resulted in her quietly being told to retire from her post as Archon by the Justicar.
Loire arrived in Oddhaven several years prior to the end of her predecessor as Prince’s reign. Though she sought no titles at the time, she used her prestige in the global Camarilla community to ingratiate herself with local power players. When a deadlock was reached about selecting a new Prince, Loire cashed in on the political capital she’d earned to suggest the Primogen assemble a contest of wits and influence for the Princehood and open the competition to any Camarilla Kindred of high standing. Naturally, Loire proceeded to then win that contest.
Both the way they felt they were made fools of in Loire’s ascension and her draconian yet irreverent style of rule have left the Oddhaven Primogen largely displeased with Loire, and her praxis has been defined by struggles between the Princedom and the Primacy. As a result, Loire rarely attends Elysium, opting instead to reign from the confines of her pleasure-palace Haven. Loire rules Oddhaven like the spider at the center of a web, and those seeking to petition the Prince must brave that center.

Loire’s Byzantine spy network is extensive, making her far more aware of the nightly happenings of Oddhaven than many are aware.
Generation: 3Domain: 5 (2 size, 3 security)
Loire owns a building in the most prestigious part of Jansen Circle. The bottom floor is split between a ludicrously expensive clothing store and a venue that periodically hosts highly exclusive fashion shows. The top two floors contain Loire’s plush Haven.
Haven: 4 (Luxury, Security, Location, Guards, Staff, Occult)A vision of wealth and beauty that is completely refurnished roughly twice a year to keep up with trends, Loire’s Haven is one of the finest in Oddhaven. In fact, she rarely leaves its sumptuous confines; ruling with a surprisingly long reach despite this. Loire is never alone in her Haven, instead constantly kept company by dozens of blood dolls, mind slaves and hangers-on. The prospect of visiting the Prince’s Haven evokes powerful but ambivalent feelings in the Camarilla of Oddhaven. On the one hand it is said wondrous things can be experienced or acquired there but, on the other, it is well known that sometimes even one visit can be enough to twist a person’s very soul.
Herd: 3At no point does Loire ever allow herself not to be surrounded by multiple sources of blood. Her Herd consists of an ever shifting stable of blood dolls, variously drawn from the idle rich, models and minor celebrities. These mortals quickly become totally dependent psychologically on Loire but very few manage to stay in her good graces longer than a few months. Those who are lucky merely suffer through Loire’s total rejection after their terminal disgrace; most wind up being destroyed utterly by her Disciplines first. At any given time, the majority of Loire’s Herd lives in her Haven, serving her hand and foot.
High Influence: 3 (High Fashion Design Houses, Wealthy Socialites, Entertainment Media)Low Influence: 1 (Gambling Rings)
Lore: 1 (Vampire, Malkavian)
Mentor: 5
Anne Boweseley remains a close friend and political ally of Loire. There are even those who suspect that Anne may be giving more support to Loire’s rule over Oddhaven than is immediately obvious. If true this would presumably be an attempt by Queen Anne to expand her sphere of global influence.
Retainer: 5Little is known of the strange, hulking bodyguard simply called “the Ogre,” but he is assumed to be the product of Loire’s psychic conditioning. The Ogre’s head is constantly encased in a cage-like helmet that obscures his features and he is wrapped in armor-like leather with dense metal pauldrons and strap buckles. He never speaks and Loire never speaks to him, issuing any commands via telepathy, thus making him all the more intimidating due both to his perpetual silence and how most people present never openly address his existence. Because of his exceptional vigor, the Ogre is assumed by most to be either a ghoul or revenant, though even this is just speculation
